Metzgar Helps Move Gas Drilling Safety Bill to House Floor

HARRISBURG – Rep. Carl Walker Metzgar (R-Somerset/Bedford) voted to approve legislation to require the use of Global Positioning System (GPS) coordinates on all unconventional oil and gas wells, and mandate drillers to file emergency management plans to enhance public safety. Metzgar’s vote came as the bill was considered in the House Environmental Resources and Energy Committee.

“The advances in technology that have been made, and the ongoing Marcellus Shale drilling expansion, mean that we have to keep up with changes as they happen,” said Metzgar. “The rapidness of the development is running past conventional mapping. I strongly support this legislation because it will be a big help to emergency responders in getting exact coordinates in the event of a problem. It is good for residents and for workers on sites as well.”

The legislation, contained in Senate Bill 995, will require companies operating unconventional gas and oil wells to formulate contingency plans in case of emergencies, and to file them with the Department of Environmental Protection, the Pennsylvania Emergency Management Agency and local officials. In addition, GPS coordinates must be set for the site of the well and on roads that lead to it. There is also a mandate that calls for posting information at the site.

“Public health and safety is the top priority, and this bill will aid that in a big way,” said Metzgar. “It makes perfect sense to provide all of the tools that emergency responders need, and GPS technology helps locate sites in a hurry when needed. I look forward to consideration of this bill and to the upcoming debate in the House.”
