Metzgar Presents Check to Somerset County Flag Committee and General Mitchell Award to Civil Air Patrol Cadet
SOMERSET – In two Somerset events today, Rep. Carl Walker Metzgar (R-Somerset/Bedford) presented a check for $2,500 to the Somerset County Flag Committee and then presented the General Billy Mitchell Civil Air Patrol Award to Cadet William August Swope of Somerset.

“The check presentation was pleasing in that it will be used in the construction of a handicap-access ramp at the Veterans Memorial, which is badly needed,” said Metzgar. “This will help our disabled veterans and others with disabilities to get to this beautiful memorial for visits and to take part in special events. It is rewarding to aid in the progress of upgrading the memorial that stands as a reminder of the sacrifices that our veterans have made for generations. I would like to thank the Pennsylvania Turnpike Commission for honoring our veterans by providing this funding.”

Metzgar then hosted Civil Air Patrol Cadet William August Swope and family at his district office for the presentation of the General Billy Mitchell Award, which is earned by cadets who complete the second phase of the cadet program. Those who complete the enlisted phase are promoted to Cadet Second Lieutenant and become Cadet Officers.

“Cadet Swope has shown leadership skills and dedication in earning the General Mitchell Award and is a shining example of achievement and dedication,” said Metzgar. “This achievement is also proof of his desire to serve our nation, for which we as citizens are all grateful. It is a pleasure to have presented this award to this fine young man.”

The General Mitchell Award is earned by cadets who pass a series of leadership, aerospace and physical fitness tests and participate in character development training. In addition, cadets attend a military-style encampment and must have maintained active participation in the patrol for at least 18 months. It is notable that only 15 percent of all cadets achieve reception of the award.

Swope is the son of Brian and Jennifer Swope of Central City and Edgar and Catherine Flick of Somerset.
