Drug-Testing Legislation for Welfare Recipients Being Co-sponsored by Metzgar
HARRISBURG – Legislation to direct the Pennsylvania Department of Human Services (DHS) to develop and implement a drug test and a retest program to screen applicants and recipients of public assistance is being co-sponsored by Rep. Carl Walker Metzgar (R-Bedford/Somerset).
“It is our job as a Legislature to assure the public that taxpayers’ hard-earned dollars are not going to subsidize unlawful acts, and those who are using public benefits to abuse and/or sell illegal drugs are breaking the law,” said Metzgar. “It is wholly reasonable to require drug testing for individuals who are receiving or applying for taxpayer-funded assistance. Benefits are designed to be temporary, a bridge to help resident achieve employment and self-sufficiency.”
The legislation was introduced in the previous session as House Bill 375. The new bill will be assigned to a House committee in the near future.
